July 19, 2011: We released an advance notice of proposed rulemaking (ANPR) on a proposal under the Endangered Species Act (ESA) to consider authorizing a nonessential experimental population of upper Columbia spring-run Chinook in the Okanogan River and its tributaries. We'll consider the best available information to determine if reintroduction of Chinook salmon is biologically feasible and will promote conservation of ESA-listed upper Columbia spring-run Chinook. The ANPR identified policy and technical issues for consideration and evaluation, and solicited comments on them. The comment period closed Sept. 19, 2011.
As guided by the National Environmental Policy Act, we'll evaluate the range of possible alternatives to consider a potential reintroduction and develop a draft environmental assessment. The assessment will consider the effects of the alternatives on the local environment, including social, economic, and recreational values. If we decide to propose a 10(j) designation, we'll develop a proposed rule under the ESA identifying the specifics of the designation. We'll make the draft environmental assessment and, if appropriate, a proposed rule, available for public comment in 2012.
