Hood Canal Summer Chum Resource Management Plan

The Washington Department of Fish and Wildlife and Point-No-Point Treaty Tribes provided a joint resource management plan (RMP) to NOAA Fisheries Service for fisheries that will affect Hood Canal summer chum salmon listed under the Endangered Species Act. The harvest component of a document titled Summer Chum Salmon Conservation Initiative is considered the RMP.

NOAA Fisheries Service evaluated the RMP per protective regulations under Limit 6 of an ESA Section 4(d) rule. That rule provides limits on the application of "take" prohibitions. This means that the take prohibitions would not apply to the plans and activities set out in the rule, if those plans and activities adequately address the criteria in the ESA 4(d) rule.
