At-Sea Whiting Sectors

Under the trawl catch share program, the at-sea whiting sectors target Pacific whiting and consist of cooperatives for the mothership and catcher/processor trawl fleets.

Mothership Cooperative Program

The mothership cooperative program consists of one or more cooperatives and the non-cooperative fishery. The cooperative portion of the fishery includes:

  1. owners of mothership catcher vessel (MS/CV) endorsed limited entry trawl permits that are members of a cooperative, and harvesting vessels registered to those permits;
  2. owners of mothership permits and processing vessels registered to those permits; and
  3. vessels authorized to fish for the cooperative but are not members and are registered to a limited entry trawl permit (but not necessarily one with an MS/CV endorsement).

The non-cooperative fishery includes:

  1. owners of MS/CV endorsed limited entry trawl permits that are not members of a cooperative, and harvesting vessels registered to those permits; and
  2. owners of mothership permits and vessels registered to those permits.

Catcher/Processor Cooperative Program

The catcher/processor cooperative program is composed of catcher/processors, which are vessels that both harvest and process Pacific whiting. Under this cooperative program, the catcher/processor sector will continue to operate under a single voluntary cooperative. It consists of members of the cooperative (all catcher/processor endorsed limited entry trawl permit owners) and the vessels registered to member permits.
